Job Purpose
 

  • Develop, implement, and monitor the Safety & Health Management System (SHMS) on site.
  • Ensure compliance with OSHA 1994, FMA 1967, CIDB guidelines, and DOSH regulations.
  • Maintain a safe and healthy workplace for all personnel.

Key Responsibilities
A. Safety & Health Management
 

  • Develop and maintain Site Safety & Health Plan.
  • Establish safe work procedures and manage risks via HIRARC.
  • Ensure subcontractor compliance with project safety requirements.


B. Site Monitoring & Inspections
 

  • Conduct regular site inspections and audits to identify hazards.
  • Enforce corrective actions for unsafe acts/conditions.
  • Monitor high-risk activities (lifting, work at height, hot work, confined spaces).
  • Verify and issue Permit-to-Work for relevant activities.


C. Training & Awareness
 

  • Conduct inductions for new workers and site visitors.
  • Lead daily toolbox talks and weekly safety briefings.
  • Organise safety campaigns, drills, and awareness programs.
  • Ensure all workers are competent and trained.


D. Reporting & Documentation
 

  • Prepare weekly/monthly safety reports.
  • Maintain incident logs, inspection checklists, and training records.
  • Update HIRARC, JSA, Emergency Response Plans, and Safety Files.


E. Incident & Emergency Management
 

  • Lead investigations for accidents and near-misses.
  • Liaise with DOSH for statutory reporting.
  • Recommend corrective/preventive actions and coordinate emergency drills.


F. Coordination & Communication
 

  • Attend site coordination, safety committee, and client meetings.
  • Liaise with DOSH, BOMBA, CIDB, and local authorities.
  • Communicate safety requirements to site teams and subcontractors.

Qualifications & Requirements
 

  • Registered DOSH Safety & Health Officer (Green Book).
  • 3–5 years’ experience in construction safety.
  • Knowledge of OSHA, FMA, CIDB, HIRARC, JSA, and incident investigation.
  • Strong leadership, communication, and report-writing skills.
